In 2011, based on SAP technology, the Insured Compulsory Health Insurance Register (CHIR), was established for NHIF and Phase I of Financial Management and Accounting Information System (FMS) was introduced. The Compulsory Health Insurance Register manages, processes and stores data on personal health insurance. Health check in this register is carried out in real time by all medical institutions in the country, as well as pharmacies and companies providing medical devices – i.e., by any organization and company providing services or goods paid from the compulsory health insurance fund. The Registry has to work continuously to ensure that medical institutions, pharmacies can check the patient’s health insurance and start providing services paid from the Compulsory Health Insurance Fund (CHIF). The Financial Management and Accounting Information System incorporates the financial management and accounting functionality of the Compulsory Health Insurance Fund Administration Institutions (National Health Insurance fund and Territorial Health Insurance Funds), and the accounting functionality of the Compulsory Health Insurance Fund, enabling accounting in accordance with Public Sector Accounting and Financial Reporting Standards (IFRS). During the project, the monitoring and continuous operation of these information systems was carried out, the functionality of the FMS and CHIR was developed, the implementation of new integrative interfaces with the internal and external information systems was carried out.
